The Flash can evacuate the entire population of Gotham in less than twenty seconds, just by running in and grabbing everyone. And he is not even the fastest speedster.

If he is similar to the one from my universe, his obsession with the Flash makes him dangerous, but containable. If the Flash were to disappear, we would lose the one element keeping him from becoming a loose cannon who could, without remorse or pause, kill nearly every living creature within this containment field before you or I even had the opportunity to blink. My father had contingency plans for keeping them in line if necessary, but they mostly relied on others. And with speedsters, they think as fast as they move. You may be able to use a move once, but it won't work again. They'll recognize what you're going for the moment you start toward it.
( he ripped up damian's bat and damian's mad about it. )
( he stands there and listens. mulls over everything damian tells him before he slowly starts towards the ledge there near damian. stares off towards the skyline. )
Confinement could work, if he needs the space to move around. I imagine extreme cold would as well with slowing the body down naturally. If he needs to see where he's going, blinding him could work in a pinch.
He doesn't need space. The Reverse-Flash can vibrate through most containment fields, and needing to see where he's going isn't required. He also heals significantly quicker than average humans.
( but they're all good starting points, especially for one who just became aware of the existence of speedsters. )
S.T.A.R labs is not quite what I am accustomed to, but it may have resources we could use. The Flash would be a good starting point. Superman may be capable of keeping up with him. But it would be best to ensure we are prepared for the potential we may have to fight him without outside assistance.
No. ( his nose scrunches up, as if he hates the thought of just - leaving it like that. but. ) Not yet. Given the timing of when missions have been occurring, I need to use this time to ensure I am ready for the next one.

Not terribly. But I wasn't able to fend off the Reverse Flash while I was at my best, I won't be able to now if he opts to go for a recognizable target, and I don't want to hinder my healing. Especially if the next mission is anything like the last three.
