It's an obsession. His just happens to be fear. Inducing it in others to study its effects.

That's why I wanted you to be aware. I don't know if he has the means to make his toxin. But if he does, he won't be able to resist using it.

[ He's been able to craft a few batarangs using his makeshift workstation. But no, he doesn't really have the setup he'd need for the chemistry he'd need to break down Crane's toxin and figure out how to create an antidote from it.

The batcave probably does, but that means socializing. Gross. ]
